I am not sure raising taxes is the smartest idea. In extremely impovrished areas, won't collectiong taxes be difficult? That might sound naive probably because I am not familiar with too many things economically related, but is this possible? It would be great for Africa to improve its development, but I think the best way to do that is with foreign aide.
